Batangas State University, The National Engineering University has earned a Special Citation during the awarding ceremony of the APO Center of Excellence on Public-Sector Productivity (COE-PSP), held at  Luxent Hotel, Diliman, Quezon City, November 11, 2025.

The University was recognized in the 2025 Productivity Challenge, “Paper-less: 1 Million Sheets Saved,” for its entry titled “BatStateU Electronic Monitoring and Coordinating Center (EMC²): A University-wide Digital Transformation Initiative.”

EMC² is the University’s centralized automated management and monitoring system that enables information sharing and control of all key business functions in the University. The system has been used since 2014 and has lessened the use of paper since it is a digitized transaction system.  

Vice President for Development and External Affairs and Sustainable Development Officer, Dr. Vaberlie Mandane-Garcia and Center for Sustainable Development staff John Carlo Ebuen received the award during the awards event called, “Powering Productivity: Unlocking Ideas, Enabling Innovation.”

The Development Academy of the Philippines (DAP), the focal organization of  (COE-PSP)  announced the recognition for the University in the said event.   The event not only honored outstanding entries to the Productivity Challenge but also featured visionary student pitches aimed at enhancing public service.
