Strengthening its commitment to climate action and sustainable development, Batangas State University, through the Center for Sustainable Development (CSD) and the BatStateU ACTION Center, conducted Phase II of Mission Decarbonize: Operationalizing University Systems for Climate Action through Greenhouse Gas Inventory and Climate Change Expenditure Tagging (CCET) Training at the Seminar Rooms, Jose Rizal Building, Pablo Borbon Campus, May 19–21.
The activity continued the gains of Phase I on GHG Inventory and Data Collection Processes, which introduced participants to the basic concepts and methods of greenhouse gas (GHG) accounting and Climate Change Expenditure Tagging. Building on these lessons, Phase II focused on applying and integrating GHG inventory and CCET processes into the University’s existing systems and daily operations.
Trainers from the Climate Change Commission (CCC) delivered the hands-on and highly technical training to the participants. Engr. Emmanuel Causon, Implementation Oversight Division Development Management Officer of the Climate Change Commission, discussed the GHG inventory on the energy and transport sector, industrial processes and product use (IPPU), agriculture sector, forestry and other land use sector, and waste sector. To reinforce the concepts presented, each campus was required to complete the corresponding dataset for the sector based on its actual campus operations and experiences.
Moreover, Climate Change Commission Development Management Officer Iliana Francezca Pontejos served as speaker for the Climate Change Expenditure Tagging (CCET) training.
The three-day training aimed to strengthen the University’s internal capacities for effective climate action implementation by equipping key personnel with the knowledge and technical skills necessary for the proper collection, validation, and management of greenhouse gas (GHG) inventory and climate expenditure data.
Vice President for Development and External Affairs and Sustainable Development Officer Dr. Vaberlie Mandane-Garcia highlighted in her closing remarks that by institutionalizing robust GHG inventory and climate expenditure tagging systems, the University continues to align its operations with national climate reporting frameworks and sustainability standards. The initiative further demonstrates BatStateU’s commitment to data-driven climate governance and its role as the National Engineering University in promoting responsible environmental stewardship.

Engr. Emmanuel Causon, Development Management Officer of the Climate Change Commission, discussed the various sectors covered in the Greenhouse Gas (GHG) inventory. He emphasized the specific data requirements for each sector to guide participants in identifying and collecting the necessary information for future inventory preparation and reporting. The first discussion focused on the following: a) GHG Inventory on Energy and Transport Sector and b) GHG Inventory on Industrial Processes and Product Use (IPPU).
After each discussion of the sectors, a hands-on activity was conducted to reinforce the concepts presented. During these activities, each campus was required to accomplish the corresponding dataset for the sector based on its actual campus operations and experiences.


Engr. Emmanuel Causon assisted the participants in accomplishing the GHG inventory calculator. He provided technical guidance, critiqued their entries, and offered recommendations on the most appropriate and accurate way of completing the matrix.
The second day of the training focused on the discussion of the following: a) GHG Inventory on Agriculture Sector; b) GHG Inventory on Forestry and Other Land Use Sector; and c) GHG Inventory on Waste Sector.


The participants actively shared their insights and observations during the discussion and presentation of their outputs.
Ms. Iliana Francezca P. Pontejos, Development Management Officer from the Climate Change Commission (CCC) served as the resource speaker for the Climate Change Expenditure Tagging (CCET) training. This happened during the third day of the training.


During the third day, the participants were tasked to prepare the narrative report presenting the results of their Greenhouse Gas (GHG) emission inventory. They were likewise required to present their outputs and discuss the key findings and observations derived from their reports.
Dr. Vaberlie P. Mandane-Garcia, Vice President for Development and External Affairs and the University’s Sustainable Development Officer, also provided comments on the participants’ outputs. She further clarified existing University practices and processes in response to the queries raised by the representatives of the Climate Change Commission.


Dr. Vaberlie P. Mandane-Garcia formally closed the three-day training by emphasizing the importance of the participants’ new learnings on Greenhouse Gas (GHG) accounting and Climate Change Expenditure Tagging (CCET) in advancing the University’s goal of reducing its carbon emissions and strengthening its sustainability initiatives.



The speakers and representatives from the Climate Change Commission were formally recognized and awarded at the conclusion of the three-day training in appreciation of their time, expertise, and knowledge sharing on Greenhouse Gas (GHG) inventory and Climate Change Expenditure Tagging (CCET).
